The 2 images show the cart I built for my plasma cutter using a $8 handtruck from Homebase. I have no idea how they can afford to sell a handtruck for less than one wheel costs.
All it requires is a small shelf to hold the plasma cutter about 12 inches from the floor and 2 legs on the bottom with tiny casters on the end.
Simple, cheap and adaptable to any machine in the same size range. I copied this cart for the Hypertherm 350 we have at school.
You will notice that the consumables box has a clip to hang it on the back of the handtruck, and that I replaced the original ground cable with a 20 ft. length of 6 ga copper speaker wire from Radio Shack and a jumper cable clamp.
The teeny-weeny, and short, cables and alligator clips that almost all plasma cutters ship with are a joke.
You don't really need the current capability of the heavy cable, but it is much more durable. The bigger clamp is so you can clip to tubing or pipe.
